EC consultation on the Professional Qualifications Directive

Title: EC consultation on the Professional Qualifications Directive 2005/36/EC

Summary: The European Commission consulted on the professional qualifications directive 2005/36/EC. One of the intentions behind the review was to remove unnecessary barriers to the free movement of workers around Europe, as a means to promote economic recovery. The barriers are in part due to discrepant practice around Europe regarding which groups are statutorily regulated and which are not. In our response we agreed that there was great scope for simplification, but highlighted the importance of ensuring the safety of patients and the public. We commended our work on developing right-touch regulation principles as a means to identifying when professional groups require statutory regulation, and argued that statutory regulation should only apply to those professional groups whose work presents serious risks to the safety and wellbeing of the public.
