CHRE was founded following the National Health Service Reform and Health Professions Act 2002 which outlined our statutory powers to investigate and report on the performance of the regulatory bodies. We also review final fitness to practise decisions to identify learning points for the regulatory bodies where we feel this is necessary and provide advice to the Secretary of State for Health and Ministers in Scotland, Wales and Northern Ireland on matters relating to the regulation of health professions.
The Health and Social Care Act 2008 extended CHRE’s powers to include additional responsibilities of reviewing fitness to practise cases where the health of a registrant is at issue. It also amended our governance arrangements so that the health professions regulators no longer sit on our governing Council.
More specific details on the appointments to and procedures of our governing Council are set out in the Council for Healthcare Regulatory Excellence (Appointments, Procedures etc.) Regulations 2008.
